Make an issue of enforcing blight provisions in California Foreclosure Prevention Act of 2009
It's a crummy piece of legislation, most of all a big bank enabling bill, but it includes a provision for charging banks $1000/day on properties unoccupied after foreclosure that are showing signs of blight. The only city I know of that has enforced this provision in this legislation is the City of Richmond.
It would raise city revenue, slow foreclosures, and/or create a mini building boom because banks would be obliged to fix up foreclosed properties showing any signs of bight, including even graffiti.
